Upgrading to Developer Account

I tried to upgrade my account from Usage Based to Credit Based but I get an error Cannot purchase credits with open invoices

I dont have that alert

Under Billing History it says No hidden charges or anything. The Starter Plan is completely FREE. Have fun.

No worries just wondering is there anywhere i can find like how does it work? Isit like charging me based on how long its uptime? Because i notice the free version has $5 and 500 execution hours but the $5 was utilised
