Assuming you're on the pay as you go plan, you would be charged for whatever resources you use, if you want a way to limit the amount spent you can switch to the credit based plan

what if I use 100% that is allowed in the developer plan then how much the maximum charge will apply?

8 GB at 10$ / GB per month is 80$
8 vCPU at 20$ / vCPU per month is 160$
80 + 160 = 240

But if you load 5$ of credits but go over your credits, your app will be put offline and your account will be demoted to the free plan, as a way to not charge you more than what's in your credit balance
