Missing 'no such module', but builds fine? Is running/compiling file a bug with no module?

error: no such module 'TOMLKit' import TOMLKit ^ 5.10 package manifest: https://pastebin.com/BGC3vecT This has been a pain point no matter what editor I use when I try to compile. I am not sure if there is a gap in my knowledge like if I am not linking correctly and I can't just run/compile the file in Codium/Helix/Zed. I am on Arch Linux (Garuda, I believe somewhere 6.6 lts I know that isn't a 'primarily' supported as a Linux platform, but I have never had issues with swift on here till this project). If I run swift build at root, everything 'builds fine', and when I import the files, everything else seems fine according to Codium/Zed (although Zed will 'flag' a similar error and if I comment out my imports one by one, it will just report the same error) My instinct is that this is just an improperly setup swift project, that could be my fault.
