Press windows key + r
Type msinfo32
Show ss
There are to other guys with same issue

And confirm which error you’re getting
If it’s still the 9003 (secure boot) error
You’ll need to go to bios
Clear secure boot keys
Save and exit
And restore them again
yeah thats what i tried cuz it says uefi
Ok enter bios
Boot tab
Key management
Clear secure boot keys
Save and exit
Enter bios again
Restore/install factory keys
did that didnt work, restored windows and it worked -_- guess am gonna stay on windows
whatever the boot keys were, before reset they were 0 in all after reset the values changed but valo no more
