The instructions appear straight forward, and I assume that the picture with the arrows show you what should be the result of your lab. If not, maybe you should first ask for clarification from your teacher and then ask us for suggestions about your approach here.

I understand. The shoes should be placed in the same pattern as the arrows in the pictures. Literally. Side by side and facing the same direction, one next to the other.
Then they should form a square, each one rotating clockwise from the last.
At 3,6,9 and 12 Oβclock position, forming the square.
The tip/toes of the shoes will face the same as the tip of the arrows.
Get it?

Because the instructions include βif you donβt see any shoes, ensure that the *.gif image files are in the correct project folderβ
The whole project is about manipulating image orientation and position. Nothing else it seems.
