If the manager can't find any Datapacks for a particular version: There isn't a direct error message, but it just says that no Datapacks were found. You may be blocked by Cloudflare.
To check if this is the case, open your browser's console (in most browsers, right-click and select 'Inspect Element') and go to the 'Network' tab. If you see errors like those in Screenshots 2 and 3, you are likely blocked and there is nothing we can do.
