Is this a valid structure for tables?

Each municipality has an admin that has full control
Each municipality has an office
Each municipality has users that can belong to an office

I am getting a strange error when I am trying to set a relationship between Municipalities and Muni_admins by muni_id as shown in 2nd image.

what am I doing wrong, please HALP

Is there any existing data in the muni_admins muni_id table, in particular null or to some non-existing municipalities id?

no, all actually prefilled with appropriate uuid

Your muni_id in muni_admins in one case at least is pointing to a matching uuid in district_id in the municipalities table. Something does not seem right.

yeah, table gets pissed when both are pointing at each other. I had to redo whole structure
