select with multiple relationships

I have a db as seen in screenshot and I am trying to get all details for selected "muni" (all offices that have that muni_id and all users that have that muni_id).
right now it screaming at me that it is confused on relationships and forces me to use

supabase.from('munies').select('*,muni_offices!muni_users(*)')

supabase.from('munies').select('*,muni_offices!muni_users(*)')

however problem is that it leaves out some offices that have no users attached to them. please help
