Can I update the migrations files to create meta data in production?

Upon pushing my local db to production, I'd like to already create user profiles and a few rows within my security related tables. Could I simply create the rows for these values in my migration files before pushing?

I believe migration files are typically modifications to the actual db not much CRUD operations.

Would this be okay?
