How to stop google oauth from automatically signing in user when they log out?

I want users to be able to sign out and sign into a different account. After signing out however, Google automatically logs them in without picking an account. Is there anyway to avoid this?

The query param prompt can have any of three values:
'none': Do not display any authentication or consent screens. Must not be specified with other values.
'consent': Prompt the user for consent.
'select_account': Prompt the user to select an account.

For my use case, select_account was ideal.
