❔ MonoGame Windows Desktop Application error

I just started uni and the first step was to download Visual Studios with the MonoGame Windows Desktop Application Extension.
Even though I didnt change or write anything it gives me the error message: Suppression State Error MSB3073 The command "dotnet tool restore" exited with code -532462766. I couldnt change or write anything it gives me the error message: Suppression State Error MSB3073 The command "dotnet tool restore" exited with code -532462766. I couldnt even see the code before because something was missing in the files while downloading everything but a friend helped me fix it. Now im stuck with this.
What can I do?
