The Controversy of Async `Layer` Construction

Layer construction considered an anti-pattern? I've come across a couple of messages on here wincing at the idea, but don't fully understand why. Scratching my head a little as it seems like it might be a necessity in some cases, e.g. when creating a layer for a database service that needs to open a connection on construction
