Questioning the Laziness of `Layer.effect`
Hey! I thought that
Layer.effect will be lazy. Isn't that the case? I want to construct a runtime with the main dependencies and I don't want them to be generated until they're used, then they will be cached. I can do Effect.once maybe, but I thought that Layer.effect would do that by default?
