fileupload not enable download

fileupload does not enable file download when multiple is false

You click the download icon.They way the view is set up, you cant download or open to new tab just by clicking on the component

When clicking on the icon it opens the folder to select a file to upload, when I put multiple() it downloads normally

Please recreate it in a repo with just the file upload multiples and submit a bug report if that is the case.
