How to show sub-navigation when using topNavigation()?

Attached screenshots - the sub(-sub?)-navigation item "Reporting Rulesets" isn't visible at all when using topNavigation()

For my current project I can probably get away with just using the sidebar navigation but it would be nice to know if it's possible to use sub-sub-navigation items when utilising the topNavigation()
