Error when launching tmodloader

I play Terraria via Family Sharing on Steam (Windows), so I can't download tModLoader from Steam. I followed the instructions on github to download it manually, but when I try to run "start.tModLoader-FamilyShare.bat" like it says, I get an error (see picture). I double-checked that I downloaded the right version and unzipped to the correct location, so I'm not sure what the problem is. The error says it's likely a mod's fault and to disable mods to fix it, but I don't know how to disable mods when I can't open tModLoader in the first place.
