Query about `fs.makeTempFileScoped()` behaviour

In my testing,

fs.makeTempFileScoped()

fs.makeTempFileScoped()

first makes a temporary directory and then a temporary file. When the scope is closed, the file is removed, but the directory remains. Is this done with intention, or is it a bug?
