I swear I had the same problem

I went on and installed nebula and where now my panel looks like this

Was all there till I ctrl+shift+r my page
id say my panels front end is broke

Refused to execute script from 'https://panel.outbackhosting.com/assets/bundle.9f9de542.js' because its MIME type ('text/html') is not executable, and strict MIME type checking is enabled.
fixed something in the install messed up between blueprint and nebula
I just redone the panel update and it is working better then before
Just needed to run this and its fixed
