Tag Constructor Requires _tag Field for Decoding Unknown Data, Unlike `make`

Does anyone know why the tag constructor requires the _tag field to exist in the input data when decoding unknown data, but not when using

make

make

? This would be a really neat api for adding a tag discriminator when parsing data, but I don't think it currently works for that, instead you have to use
