Road Tool
I installed Andre Aquila's Road Tool Mod, and it took me a while to figure out what it added to the game, because I couldn't build a tool, and there were no noticable milestones to unlock.
It turns out, it added a milestone to Tier 0 (Which was greyed out as if all milestones had been unlocked), but I cannot unlock the milestone. The Milestone is white in color, indicating that it can be unlocked, but clicking on it once gives no milestone description. I have to click another milestone and click back to get the description, and the Select Milestone button is greyed out, preventing me from unlocking and using the Road Tool.
I created a new mod profile and loaded just Road Tool to see if there were any compatibility issues. There are no compatibility issues.

Solution
Hey!!! it auto unlocks 2 roads, if i not mistake. Try to press n and search for Road. Or in Q in transport category i think. For now is just 2 buildables that makes roads like rails
