Unable to add materials to milestones on dedicated server

Using docker - linux install of the dedicated server. Mod manager connected to the server and installed all mods on the server. I have them all installed locally as well on Windows.

When I go to select a milestone for any of the mods I can select it but cannot add materials to the milestone. For the mod EquipmentMk2 there is no material requirement for the Bladerunners Mk2, when I select that and hit the red button nothing happens.

I've attached the debug log and the mod list is below. Thanks for the help.
