How to manage environments without branching or using GitHub Actions?

Basically the title, branching is a paid feature, running locally and pushing to production using GitHub auctions isn't user-friendly. Duplicating projects and keeping things in sync isn't ideal either.

imo having 2 branches max for the free accounts seems like a fair deal.

What do you guys see instead?
