Layer Re-initialization Without `idleTimeToLive` in Layer Map

idleTimeToLive isn't passed to a LayerMap, does it re-initalize the layer each time .provide is called to use the LayerMap? I have a layer that unwraps an Effect (with a span on it), and notice the span shows up each time I call .provide if I don't pass in an idleTimeToLive on the LayerMap.
