Mods not loading on 1.4.4 TML server

I used the manage-tModLoaderServer.sh script to install a tml server on my Rocky Linux VPS. I was able to get the server running and working. However, after successfully installing the mods I wanted through SteamCMD, the mods wont enable during server startup. I suspect this is due to a faulty enabled.json file as I couldn't find much documentation on it. I attached it with this post. If the file is not faulty, how are you supposed to enable mods?

are your sure enabled.json is in the right place? https://github.com/tModLoader/tModLoader/tree/1.4.4/patches/tModLoader/Terraria/release_extras/DedicatedServerUtils#folder-structure
