A proxy is a networking configuration where all your HTTP(s) traffic gets through some kind of network device that can block certain sites or whatever Is the computer you are using provided by your school?

In your home directory, there should be a .m2 folder with a repository folder in it

The folder contains stuff you downloaded - if that's missing, it will be redownloaded when necessary you can also rename the repository folder to repository2 or similar if you prefer that

Do the files of the created project exist? If so, can you run mvn verify -U in that directory? Can you go to Help > About Eclipse > Installation Details > Configuration and copy what's shown there?
