Encryption Keys in vault missing. (whole tab)

quick question, maybe someone can help me.
When i check this documentation, there is a video:

You can see in the video that there is the tab "Encryption Keys". I cant see this in my project (pro subscription).
Im not sure why. i already tried different stuff. Im not sure what i am missing, maybe someone has a idea or a blog post or something?
What i want to achieve: Encrypt columns in my table.
Would be awesome if someone is able to help me
