in your server bot literally has denied view access to all channels
This bot doesnt have access? Or a different one is stopping it?

yes as a role, but that makes no impact if all channels where it should be able to see members is denied
like you can test that by trying to mention it in public channel
it wont show up
and therefore it doesnt see users
like you can add it some role like members have to view channels
