Game stuck on "Syncing mods" when trying to connect to server

My friend keeps getting stuck on the text "Syncing mods" when trying to connect to my server
So far I've tried:
Updating mods
Verifying integrity of files
Restarting both clients and the server

you can try to use the mod pack feature, alternatively if the non-host players disable all mods, they should be able to join and get the applicable mods so long as they're not clientside-only mods, in which case you can have them just enable those
have you tried hosting the dedicated server, running the start-tModLoaderServer.batstart-tModLoaderServer.bat (and following the prompts)?
