comand prompt error preventing launch

Whenever I try and launch the game, the command prompt window opens and shows this error message and then a .net window appears. I've verified files and reinstalled but the problem persists.

Are you experiencing FPS drops, low FPS, or laggy singleplayer gameplay?
DirectX on Windows may not be working properly and might be causing these issues.

that worked, the command prompt window is still broken but the game launches
