Dev permission access in a team setting.

In a team setting with dev permissions, I should be able to create serverless pods with docker hub credentials and also create network volumes and add files to them right? I have dev permissions but am unable to do this.

This doesn't really make sense to me but if it is intended I'd just like to know.
