Merging `HttpApis` and Swagger Documentation Issue

Does anyone know how to merge to

HttpApis

HttpApis

? I have tried to use the

HttpApiBuilder.api()

HttpApiBuilder.api()

on each to get two layers, but when I merge them using

Layer.merge()

Layer.merge()

, Swagger documentation will only have content from the last layer provided in the merge.
