Effect 4 and the Inclusion of an HTTP Client

I was going through Effect Smol codebase and noticed that there's

namespace. Does that mean Effect 4 wiill come with HTTP client, without need for adding

@effect/platform

dependency?

If so that would be such a good news! For Effect-based SDKs I either ended up copying

HttpClient

HttpClient

& friends from it or wrapping

to avoid additional dependencies.
