Reason for Using Namespaces in Effect Library

Very random question, but does anyone know the technical reason for the usage of namespaces in Effect? It's not something I've encountered a lot (my company's codebase even has an eslint rule against it), so it made me wonder.

Looking online, most place recommend against it but I figure there is more going on here as the Effect folks are typescript masters haha
