Yes, we were discussing about this. The UI should have option to create package under org. Take reference from Github

Even that dialog should be changed, but we will also need a button here
api spec?
when the package is created you can set the owner with
/packages/create if that's what you're asking
the Package Privacy Settings dialog should be changed to "Create Package Dialog"
