Enabling Developer Mode

trying to change mod cofnigurations on dawnmod but it won't let me because it says I dont have developer mode enabled. How can I enable this?

Might be something to ask the maker of that mod. That sounds strange that it's mentioning developer mode

What we usually mean by developer mode is visiting the develop mods menu and installing the .net SDK, but I don't know why that mod would want you to do that
