How to be host of a dedicated server/Remove blacklist of OreExcavator on a server

Hello 👋 I just created a dedicated server and I'd like to setup mods on it. Specifically Ore excavator. When hosting directly I can modify the "World settings" because I'm the host but because it's dedicated I cannot. I found the "OreExcavator Config in the files, but I don't want to add every items one by one. My questions are the following : Is it possible to add a player to be the "host" of a dedicated server and/or can I disable the blacklist (Allow every items to be excavated) in Ore excavator ?
