Can I remove "Minimum interval between emails being sent"?

We are developing an app that relies on email OTP for user account sign ups and logins. We are expecting a large influx of users in December with possibly more than 1 user trying to login or signup per second. However, the SMTP Provider Settings in Supabase Auth don't let us set this value to less than 1 second. Is there a way around this, and/or what will happen if two people try to send an email within 1 second of each other?
