Cannot add photos uploaded by others to albums via mobile app

Consider this user story:

As a user who has created an album
And shared that album with others
I wish to add a photo uploaded by someone else to that album
So family members can contribute to the same album


Using the web interface, the above works perfectly
On both Andriod and IOS apps, only my own photos are available when I select "Add photos" when viewing an album.

Am I missing a setting somewhere or is this a known issue?
