Issue with Incrementing Ref in Effect.tap

Is this supposed to work? In my tests it doesn't increment the ref:

Effect.tap(
  Ref.modify(processedByAICountRef, (x) => [x + 1, x + 1]),
),

Effect.tap(
  Ref.modify(processedByAICountRef, (x) => [x + 1, x + 1]),
),

Effect.tap(
  Ref.modify(processedByAICountRef, (x) => [x + 1, x + 1]),
),

Effect.tap(
  Ref.modify(processedByAICountRef, (x) => [x + 1, x + 1]),
),
