Is Blazor suitable for web apps only?

Hi. So I was thinking to create a website to read mangas/manwhas on. Since I am a backend dev, I can't code in any front end frameworks like react, and so on.. .
With ASP.NET Blazor I can build web apps but now comes my question:
Can I build a website with blazor similar to websites built with javascript?
I know that there is Blazor Server and Blazor Wasm.
