Unable to enforce white text color on Actions with custom background colors

In dark mode, the text sometimes switches to black automatically, based on the background color. I try to change color(Color::generateV3Palette(Color::Amber[400])) in dark mode, the text color automatically becomes white, which is fine. However, in light mode, the text color still black. How to fix it ?
