What should I use for static page with this additional parameters?

What specific part of TanStack Start should I use for static pages with this requirements (linktree profile pages kinda requirements)?
I read through the docs, but I'm not sure if the Static Prerendering is a correct answer.
Requirements:
- Fully statically generated profiles at build time using data from the database. Could this be triggered separately? For example, with over 1 million users, doing it at build time could slow down bug-fix delivery.
- User or cron updates the profile -> page needs to be regenerated
