Can’t configure mods on dedicated server

Running into an issue where the linux server refuses to take most config files for no apparent reason and keeps things at default. I've tested locally and the configs update and store properly in ModConfigs. When added to the server they just refuse to load most of the config files as if they dont exisit. I've added the files everywhere I can think of (root, ModConfigs, Mods, Saves) on the server with no luck and I'm losing my mind here.

Hmmm...It seems... a bit wonky
I was trying to change No Buff Clutter Config on buff slot which didn't apply on server for some reason
But when I change the Fargo Mutant buff slot one. It applied.
Maybe it's up to the mods??

The config folder for me is in
saves/ModConfigs

Do you have the -configpath? Maybe it might work?
I have -configpath ~/saves/ModConfigs on startup

Tried -configpath, but using that results in it trying to use the default server config as if its a fresh start (ignoring the server serverconfig.txt file at that location). Looking at the console while its starting up it defaults to using -config and the file path/name ~/tModLoader/serverconfig.txt. That might only be related to the server configs itself and not mods sadly. This is driving me insane how no location lets the server read config files when I know this worked back in 1.4.3 when our group played last. It works when done via windows, but for whatever reason when done on the headless linux server it just completely ignores them.
