Bot Removes Reactions from any Channel it Has Access to

If you have an emoji set for a certain starboard, that will be removed from ANY other channel the starboard bot has access to AND is filtered out
If you set that starboard with the attendant emote to false, the problem stops happening. It is annoying though if the desire is to remove invalid reactions but not remove the abilty to use the emote in filtered-out channels.

To reproduce this problem:
1. Create channel #foo
2. Create channel #bar
3. Create channel No Access-foo
4. Set No Access-foo as a starboard channel and filter such that only #foo is listened to for posts
5. React with the selected upvote or downvote emoji in #bar to any message.
6. Observe the bot removes that reaction.
This post helped me figure out what was going on: supportBot removing Star reactions in channels assigned to an alternate emoji board.
