Mutation Merging Not Working (or user error)

Can someone help me validate that this scenario is supported at all? I’ve been scratching my head for quite a bit.
I have a simple API, a collection (QueryCollection) with the basic crud ops following the quick-start.
I have a button to create a mock todo and to delete each todo (from a list).
If I create a todo and quickly delete that same todo. Initially the optimistic updates seem to work, then however the removed todo pops back in.
The flow is this:
I add a todo. Calls
API gets the request, but doesn't have time to insert before I click
The UI properly inserts and deletes the todo. Then the API throws because there's no todo inserted with that ID.
The todo pops back up in the UI.
