Frame speed

Mod IssueHi, I was wondering If somebody knew what I could do to fix my game speed. I have tried frame skip on and subtle, also tried nvidia control panel to set my fps to a determined 60 fps but anyway my game still runs fast. I tried the high fps support and the fps limiter mods but none worked. These are the mods I have installed if anybody knows if one may be causing the issue. Any help would be really appreciated because I've been trying to play tmod but haven't been able to.
