Compute Size Upgrade Not Working (Nano → Micro)

Hi, I'm having an issue upgrading my compute size from Nano to Micro.
Setup:
- Project is on Pro plan
- Spend cap is disabled
Issue:
1. I go to Project Settings → Compute
2. Select "Micro" ($9.68/month shown)
3. Click "Confirm changes"
4. Project restarts successfully
5. After restart, compute size still shows Nano
I've tried this multiple times, including disabling/re-enabling the spend cap, but the upgrade never applies. The UI shows the upgrade option and price correctly, accepts the change, restarts the project, but reverts to Nano every time.
Is there something I'm missing, or is this a known issue?
