Current best practices / plans for authorization management?

What are the current plans / best practices for managing authorizations? Is there a thread to follow?
Let's imagine one user is an actual administrator (throughout), another user an administrator for an org, yet at the same time an owner of a project. Another admin of the org might only be a member of a project.
Are the already ways to model that (using rebac/abac/something else) besides the singular role a user has per default design?
