Reset password link expired

I have some users that simply can't reset their password. Every time they open the link, even within 2 minutes after sending, they get the link expired error. I'm using the PKCE flow in next.js and have the same code as in the docs. This is a small subset of users, for most it's fine. What could go wrong?
