Navigate to sub-route within a layout when no sub-route is provided?

I have a layout

"/pub/$publicationId/setup"

"/pub/$publicationId/setup"

which wraps setup routes like

"/pub/$publicationId/setup/image"

"/pub/$publicationId/setup/image"

. But I'd like to be able to navigate directly to the

"/pub/$publicationId/setup"

"/pub/$publicationId/setup"

and have it redirect to the first step according to some logic I have to determine the first setup step.

Any thoughts? Help is appreciated
